Mayor Is Worst Enemy Of Carriage Horses

The Soapbox essay on New York's carriage horses by Melissa Holbrook
Pierson (''Horses Deserve Better,'' May 24) was right on target, but
blame for the situation cannot be placed on an uncaring public.
The horses' biggest enemy has been Mayor Giuliani.
While David Dinkins signed a bill that limited the hours the horses could
be worked and the areas from which they would be banned, Mayor Giuliani
refused to endorse such a bill, which resulted in the present deplorable
situation.
