SPARE THE HORSES  
Staten Island: On Dec. 19, a carriage horse out in the freezing wintry storm slipped on the ice and fell. Between 1998 and 2008, there were at least 22 serious horse-drawn carriage incidents in New York City,  including five horse deaths and 19 human injuries. How many are required to count as enough?  Jacqueline Hoffner
