 If Horses Are Well Cared for, Why Does Owner Use Bribes?  Hopefully, the arrest on Dec. 13 of Cornelius P. Byrne, on charges of paying a bribe to an undercover investigator to overlook seven violations at Central Park Carriages Stable, will begin to reveal the truth about just how the Carriage Horses live and are treated by their owners. Mr. Byrne, who also owned Smoothie, the horse that died in September after being spooked and running into a tree, once complained to the press: "We get a bad rap. I would say we're well overseen by different city agencies as to our care of these horses. They have an awful lot of care.
